Tory pioneer Michael Howard has propelled a wild assault on the Government over its disappointment to secure the appointive framework from potential fraud
Mr Howard said Tony Blair ought to be “thoroughly ashamed” of a choice to disregard a watchdog’s call for harder measures to ensure the postal voting system
